  RCAB High Deductible Health Plan (HDHP)

The RCAB High Deductible Health Plan (HDHP), offered through Blue Cross Blue Shield of Massachusetts, is a Plan with a deductible that must be satisfied before any services (excluding those considered “preventive”) are covered. The HDHP provides 100% coverage for preventive care, like annual check-ups, vaccines, cancer screenings from in-network providers, and preventive medications. For other medical services and prescriptions, you must satisfy your deductible before the RCAB HDHP starts to pay, and then you pay co-insurance. Once you meet the annual out-of-pocket maximum, you pay nothing. There are no co-pays under the HDHP. The following documents provide more information about the HDHP:

Health Savings Account
If you enroll in the RCAB HDHP, a Health Savings Account (HSA) is automatically set up for you through HealthEquity. You can use your HSA to pay for deductibles, co-insurance, and other qualified medical expenses. See a list of HSA-eligible medical expenses.

You can defer funds from your paycheck on a pre-tax basis into your HSA, up to the annual legal maximums. Through participation in the RCAB Health Benefit Trust Wellness Program, you may also earn up to $650 if enrolled in an individual plan or up to $1,300 (if you and your spouse are enrolled) in HSA contributions for the 2022-2023 Plan Year. Legal maximums include both employee and employer contributions.

Note:
Limits and tax penalties may apply if you leave employment or disenroll from the RCAB HDHP prior to December 31, 2024.

Is the HDHP Right for You?
Compared to the Enhanced and Basic Plans, the HDHP has a lower premium and payroll deduction. The HDHP is only an option if you: (1) are under age 65/not enrolled in Medicare; (2) are not covered by any other health plan that is not an HDHP; (3) are not claimed as a dependent on another person’s tax return; and (4) do not contribute to or have unspent amounts in your Health Care Flexible Spending Accounts (FSA/or spouse’s FSA).

The HDHP could be a reasonable choice for employees with few or no health conditions who don’t anticipate needing surgery, costly medical procedures, or prescriptions, and who have enough in savings to cover the high deductible and co-insurance in case of an emergency.
